Provide guarantees about what a plan will do

Maybe the plan is secret (or contains secrets), but perhaps we can reveal parts of the plan, and e.g. guarantee that only certain kinds of steps are executed, so that the caller at least has some clue what exercising a cap will do, without having to place ultimate trust whoever gave them that cap.

This would be useful against bait-and-switch attacks.
