new install in wsl seems to malfunction due to lspconfig.so missing

I have been using lvim in linux and it has worked like a charm. It also worked fine for one wsl installation but the other gives me the error below:

The system is wsl2 (win10) running:

$ cat /etc/lsb-release

I have tried apt-get install --reinstall neovim and also remove the folder .config/nvim (last one fixes the problem but removed lvim of course).
any ideas what is wrong here?

After run :PackerSync?

Initially I could not event get to that point due to errors coming for every keypress. I did a healthcheck and then it seemed like I could run a few commands - including :PackerSync
This seemed to solve the problem. Thanks
