You have to enable Windows Driver Test Mode.
To do so, right-click your start button, select Command Prompt (admin), click yes, type bcdedit -set TESTSIGNING ON, press enter, and then restart your computer. If it worked, you should see the words Test Mode in the bottom-right of your desktop.

Is there a way to avoid running in test mode for an indefinite period of time, such as by adding in one of your certificates?

There are probably only two ways to make Windows 10/11 trust your driver(.sys file). The easier one is buying a valid code signing certificate from a public CA and then signing your driver file with the certificate which is much expensive one. The other way is using Windows Custom Kernel Signer feature added by MS for China Government edition. Please check ssde repo for detailed information. I have tested the CKS feature several months ago with both Windows 10 and Windows 11. It works fine if you don't enable VBS or HVCI. If you want to make CKS work with HVCI / VBS then convert your Windows edition to China Government edition may be the only way. For what to do to converting your Windows to China Government edition, please check mydigitallife forum for more information. Note, once you have enabled CKS, all Certificate installed to Windows Root Certificate store in machine level will be trusted for driver signing or signing certificate issuance.
