Bulk import/export rules

E.g. if switching browsers or something.

Personally this isn't my use case, i wanted regex but i guess bulk import would also help my use case.

If you were wondering about my usecase I basically wanted specific rules for as many nitter, libreddit, etc instances as possible through regex since their links would usually include what service they are using and I know what dark theme setting I would want for them.

I also use the privacy redirects addon to redirect to a random instance.
But a previous issue already marked regex as wontfix so bulk import should work too
