Automated staging build should use latest, not stable

The automated staging build is triggered by changes in either the f/e or b/e staging branches.
When this happens the latest code form the changed branch is mixed with the stable code from the partner branch. This can cause problems when f/e and b/e are being developed together. It would be better, when an automated build is triggered, for the latest code from the partner branch to be used, not the stable code.
