I am using Chrome and Explorer and in offline mode every time I hit Insert Coin, a yellow bar appears and then it get stuck.

did u download it from archive/zip it didnt work for me till i did it this way.
also u can play at.. http://pacman.com/en/google/

Cannot replicate: I just downloaded a new copy of the repository, opened index.html in Chrome and it works perfectly.

If it gets stuck at 2/3rd of the bar it means that it cannot load something, most likely images. Try to redownload, it usually appears when something is corrupted, but the repo is working fine, it's all on your end.
