unable to install the library, seems also that its no longer maintained...

It is true that it doesn't seem to be maintained anymore, however I was able to install it with Anaconda Python version 3.9.x
by downloading : https://github.com/maciejkula/spotlight/releases/tag/v0.1.6
and then
pip install spotlight.zip
