Add on-premise runtime scheduling and management

• Project structure (setup.py, setup.cfg, pyproject.toml)
• Typer CLI
• Pickle scheduling -> won't do now; may add in another release
• Rethink config paths etc -> partially done, in this task; may be further adjusted during deployment
