SecurityTokend depends on securityd_client/ss_types.defs but does not pull in needed sources

A file in securityd_client, ss_types.defs is requested when building SecurityTokend, however it is not present.
It appears that libsecurityd has the file needed. Another issue prevents libsecurityd from building independently to resume testing SecurityTokend building.
