IssueBot loop crashing and not restarting if connection to GitHub-API failed.

If the connection to the API fails for some reason, the main loop crashes and will not be started again, but the program itself keeps running. Need to add an exception handler to restart the loop if an exception occurs, probably also dumping some debug info into the MUC.
