Can u fix chkdsk? i formated so many times because this and other users can do this

Specifically the screen shows incorrect contents during chkdsk; chkdsk's output shows up as flickering colored pixels in the top 10% of my screen. Maybe it's mapping a low-res possibly-grayscale framebuffer to the top of my high-resolution (not quite my 1080p display's native resolution, the pixels look enlarged) color framebuffer. Alternatively maybe it's mapping text-mode character codes to RGB values, though I'm not sure if this is the case, since most of the pixels look approximately black.
