Upgrade to Bootstrap 3.2.x

Tried to upgrade to Bootstrap 3.2.0 on 2014/08/11 but without this fix to the Bootstrap code, this is a no go. The problem that this fix fixes is that a tooltip arrow that should appear centered at the bottom of the tooltip will sometimes appear instead centered vertically and horizontally, smack dab in the middle of the tooltip.
Probably version 3.2.1 will contain the fix.
