Description
Create a conda package for quasielasticbayes. This will give the package a greater longevity, and will make it easier to install in the Mantid dependencies.
Acceptance Criteria
- A conda package has been created and uploaded to conda-forge
- Instructions exist on this repo to update and upload a new conda package
