unwanted Downlink request

I hava a heltec esp/lora and every time i make a OTTA conection, my device send a downlink request.
My confirm mensage flasg is set to false.

OTA needs downlink to join, thus there are downlink packets.
And after join, the network may request downlinks to set network parameters on the node.
