Remove Report Filters and Map Layers from mobile view

Mobile view should be optimized for reporting and so much for exploring the map in great detail, due to small screen constraints.
The report filters and map layers get in the way and should be gone on the mobile view. Once we get the new sidebar figured out via issue #89 they will be mobile friendly and can be accessed via the map itself.
