Add Community Vision GIS layers

In 2008 the Duwamish Valley community came together to create a long term vision of the area and generate this report (PDF)
They created many GIS layers which we have access to, we just need to format them to display either as shape files via GeoServer or vector tiles via Mapbox.
Here's what it looks like as a poster sized composite:
