Prompt first time mobile user to save to homescreen

Our key user group (community members) need an easy way to file reports from their mobile homescreen.
Until we decide on how to pursue iOS and Android app development (via issue #198) we need a functional workaround.
The best idea I have at the moment is to prompt first time mobile users to bookmark heyduwamish.org on their homescreen and have a simple button that does this and make sure it includes a nice recognizable icon for the user to hit from their mobile homescreen the next time they want to submit a report.
