Crowdsource localisation with Transifex?

This will enable us to push our .po files to be translated through the Transifex web client instead of having our translators deal with .po files themselves. If all goes smoothly, it would greatly lower the technical barrier of getting translators to contribute to the site.

This may be related to #52 if we can include the contents of our submissions.

It looks like we have this up and running! Translators can easily contribute now by following these instructions:

• Spanish translators can go here: https://www.transifex.com/heyduwamish/dashboard/all_resources/es/?project=heyduwamish
• Vietnamese translators can go here: https://www.transifex.com/heyduwamish/dashboard/all_resources/vi/?project=heyduwamish

Then log in with the username and password the we have provided, and the translation dashboard should show up immediately!
