Get CartoDB hover interaction to work on mobile browsers

The CartoDB powered hover interaction for the "River cleanup plan" works for mouse hover, but doesn't seem to trigger with a finger touch on mobile devices...
We will likely have to include a color legend overlay via CartoDB until we figure out if it's possible to have the hover interaction work on mobile browsers.
