Dual button bottom clinging menu on mobile - "Add a report / Explore Stories"

On mobile, we'd like to move the menu bar to the very bottom of the screen and have it persist, even when detail views are visible. We'd also like to replace the current icons (layers, activity stream, and info panel) with the following:
- Add a report (with a plus button maybe?)
- Explore stories (which links to a full-screen view on mobile)
