Picture attachments are removed when submitting a report without a set location

When you take a photo and upload a report from a phone, the image doesn't show up (or at least has a delay)

The pictures do work, but this is a mobile interaction issue. When a picture is attached for a new report, and the new report is submitted without location being set, a warning will appear that prompts the user to set their location. The picture attachment is then dropped, although the rest of the report information is retained.
