Provide custom 403 page

It is necessary to define a custom layout for the 403 page, that is shown when the requested page exists, but its IsPublished flag is set to false. Ideally, it should be a content page with a well-known url, for example 403, that specifies the content to be shown when a requested page is not published. If no page is defined, the default browser message should be shown.
