Turn selection during bidding phase

Now, the idea is that the turn selection would be made by the notary, and
this is perfect during the game, making some minor changes, but, during the
biding phase, the idea was that the bis were done sending messages, as is
describe in the "Bidding protocol".

Whats is your opinion about this? I prefer do it by the protocol, so we
have two different solutions to test... but for me it is ok in both forms.
