Remove Python 2.6 from CI matrix

Python 2.6 support on the jenkins CI seems to be broken, e.g https://travis-ci.org/mariomulansky/PySpike/builds/282323166
I think it's fine to not check PySpike with Python 2.6 and remove this config from the jenkins job matrix.
