Convert library to polyfill specification

Now that we have the https://github.com/WICG/cookie-store specification, we should upgrade this library to be a polyfill that will give consumers the following benefits:

  1. IE11 support
  2. Safari support (since it doesn't appear that Safari supports the spec yet)
