Make possible to customize key prefix

TLC key prefixes are currently hardcoded in code, which makes records practically indistinguishable on database level.
This makes some use cases challenging, for example flushing only TLC transients that belong to specific plugin.
It would be nice to be able to customize prefix and have namespacing of sorts.
