<context> - it does not work when there are multiple top level components

Details
When there are 2 top level component the <context> tag does not work.
Expected Behavior
Context should work
Actual Behavior
Context is throwing an error
Possible Fix
It could be possible to have a "top level" channel. This keep the component work.
