Restricted file encoding

Hi Marko,
I tried the extension, It has no problem with a CSV that hasn't been edited with processors like Excel or Open office. However, it appears that the import successfully imported but with several mistakes such as wrong field insertion. I haven't go deeper on the issue, but I wonder why it is always a messed after the CSV being edited, even if I saved it with UTF-8..
