no 404 page present

Status: Open

Description: The website does not have a 404 page to take the user back to the main page.

Steps to reproduce:

1. Add a random string of letters after /public/ in the URL
2. This will take the user to the 404 page

Expected result: A 404 page is present. There should be an htaccess file in the root directory and 404.php in the errors folder.

Actual result: No 404 page present, no htaccess file.
