Implement leximin rule

leximin: increase the satisfaction (number of approved candidates in the committee) of the worst-off voter as much as possible, in case of ties consider the 2nd worst-off, 3rd worst-off, etc. This is a refined version of the CC rule (always selects a committee that also wins under CC).
