Persist powersaving config

I'm experimenting various powersaving options on the proxmox hosts. The current config already works quite well but will not survive the next reboot. I might also forget what I actually configured if I keep it like this for too long.

Deploy cronjobs onto the VM hosts to set the desired CPU parameters after a reboot.
