Does not work with application shortcuts

What steps will reproduce the problem?
1. Launch a web page with a local file link via a Chrome application shortcut 
(& locallinks extension installed)
2. Click the link
3. Nothing happens

What is the expected output? What do you see instead?
Expected: same or new window with local file content
Seen: nothing, unless another (standard) Chrome window is already present, in 
which case the content appears there.

What version of the product are you using? On what operating system?
Chrome 9.0.597.98 on Win Vista x32 & Win 7 x64

Please provide any additional information below.
Tested on both OSes, using standard href & target=_blank (new window)
