Windows 10 error: failed to bind socket (ipv4)

Hey
i compiled the lib and executed the test.c but got failure in RUN_TEST( test_server_create );
im getting to the point of the bind function , im attaching the screenshot of the VS where it failed
any hints why ? or how to configure it to pass this test will be great!

im closing the issue as i was running the server also ...
and the test.c is testing the server setup . and i thought its only client test.
