Increase TF timeout when waiting for helm charts

I think it's around 5 minutes now and I have an app that takes 8 minutes to pull the image. That's on the HIGH end but is just for pulling the image. If another app has a smaller image but a long init container, we'd display the same timeout error in the FE. Ten minutes? 🤷
