universal detector fail to detect some charsets

What steps will reproduce the problem?
1. for each case, read first line
2. if it's encoded word, decoded using either base64 or quoted printable
3. convert it to UTF-8
4. compare with second line of each case, which is expected result.

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
 redhat enterprise 4
