Consider integration with fed3 python package

The fed3 python package might add some functionality to dealing with data coming from fed. One issue is the supremacy of the datetime column as the index of all data frames. This design choice might be problematic, especially when we want to join data from different FEDs and when the true timestamp is that stored in Pi_Time
