Bug: Removal of features depending on access roles

Steps to reproduce the behavior

  1. Login as a viewer
  2. Select any tracker
  3. Able to press + new if you should not have any access to it (although the button does not work)

This seems to be true for other access levels as well.

Expected behavior

The different functionality should not be visible if the user does not have the right access to do this.

On the same topic viewer can change/add templates?

I would also like to see an additional Administrator role capable of managing ALL users
regardless of boards, and an overhaul on all the access levels.
