fully_qualifeid_name should be fully_qualified_name.

That's an intentionally-inherited typo from the Cython 0.19 source, but since it got fixed in 0.20 I added a check so it would work with both versions. I see now I didn't pull that check into pybasicbayes master, so I'll do that now.
