Allow a local config to store groups of people that are not official GitHub Teams but can be used the same way within Harmony.

Not so sure that this feature is really worth much anymore. Maybe.

I think this feels like the wrong trade-off of utility to complexity for a tool that I'd still like to keep relative simple even as I begin to add a growing number of features.
