When you send 'pm +xxxxx' to the signal bridge and you haven't spoke to the phone number before an error responds saying:
Server only returned PNI (x-x-x-x-x) for +xxxxxxxxxxx, but the bridge doesn't know what to do with it
My understanding is this is because of the recent Signal update. This stops the entire system working if Signal messages can no longer be sent.
