Arrow example is scrollable when it shouldn't be

Description
When using the code from the arrow example, it creates a "scrollable" menubar app, and the arrow as well as the content can be scrolled off the top of the screen.
Steps to Reproduce the Problem
- Start the "arrow" example
- Open the menubar app on macOS
- Scroll with the trackpad or arrow keys
Expected Behaviour
The app does not scroll
Actual Behaviour
The app scrolls as shown below:

- Menubar version: 9.0.1
- Platform: macOS Catalina
