Context

As of go-i18n@2.0.0, the expected source languaged filename is all.<LOCALE>.json (doc)

We will need to update our docs any commands that generate (ie. merge-strings) or use the source language file

I would suggest include docs should include migration steps for updating the source language files if using i18n4go version v0.6.0 or above
