Add PoC Harbor deployment to EKS

We should consider canceling jFrog Artifactory as Docker registry, instead deploy Harbor to store the container images we use.

Migration plan:

  1. Deploy Harbor as a proxying cache in front of jFrog Artifactory and Docker Hub
  2. Calculate costs of maintaining Harbor internally vs. sticking with jFrog
  3. Package and sell it!
