According to 2.6.2 of the 1.0.3 regional spec, AU915 end-devices must consider UplinkDwellTime initally to be 1 until TxParamSetupReq is received. We're considering it initially zero.
AS923 section 2.8 has no similar language, but we might as well make the change there, because some testers need it.
