No Permission to create new elections

After configuring and installing the application in the local environment I created an user and logged in to the system,But there is no any option for me to create new election.
MY ELECTIONS
NO ELECTIONS REQUIRE YOUR VOTE
THERE ARE NO ELECTIONS MANAGED BY YOU
This is displayed when I go to Elections tab.

Configuration has been moved to private/appconfig.ini

shouldn't it added to the documentation also
