Only the owner of every Issue can see the Edit Button (Angel)

Edit button is hide for the users who are not the owner of that issue

I had to change the position of the Edit Issue Button, because being in the menu bar, we would need to change to many things from many files. For example templatingModule.js; defaultLayout.html, we also need a function request.getIssue, similar to request.getUser, to get the issue ID and parse it to those files... I think too many changes for 2 points.

So I decided to change the position and put that button in the body of the viewIssue.html, I hope this is not a problem.
