viewIssue link broken upon attempting to edit other's issue (Tony)

regenerating the problem:

open an issue initiated by someone else other than the currently logged in user
click "Edit Issue" link
receive "unable to edit" message and "Click here to view this issue again"
the link is broken

I will fix this.
