[pyncpp] compilation failed on Windows

On medInria3.4 on @Florent2305 computer on Windows 11 and on windows 10 jenkins for MUSICardio, we have compilation errors on pyncpp:

For instance i've got on Jenkins:

CMake Error in cpp_api/CMakeLists.txt:
      Imported target "pyncpp_python_library" includes non-existent path
    
        "C:/b/workspace/music-win-free/build/ExtProjs/pyncpp/bin/include"
    
      in its INTERFACE_INCLUDE_DIRECTORIES.  Possible reasons include:
    
      * The path was deleted, renamed, or moved to another location.
    
      * An install or uninstall procedure did not complete successfully.
    
      * The installation package was faulty and references files it does not
      provide.
