Create a datatype called 'MedComMessagingContactPoint'

Create a datatype called 'MedComMessagingContactPoint', where the elements value, use and system are mustSupport with the original cardinality. The element rank and periode must still be present.
This will make it easier for the user to understand what is required and further it will provide value for the reciever as they can see e.g. that the telefonnumber is old (use).
This datatype should among others be used in the element Patient.telecom.
