Can't Upload Page (all other uploads work, all downloads work)

just set up a config file to switch between a shopify partners dev version of a new live site. i can download all types. i can upload liquid files and assets. uploading pages keeps giving, "Error . . . Try Again". I can download the page, using Update Current File from Shopify or Pages: Download all overwriting the file successfully, but can't upload it through command-U or Pages: Upload Current shopify bunde menu UI.
